Experimental data on rise time of overpressure tR+ in the front region of non-linear waves are given. It was shown that parameter tR+ follows the similarity Q1/3 in a wade range of energy release 10-8 < Q < 1010 kg TNT and reduced distances 0,8 < R/Q1/3 < 103 m/kg1/3. Approximate dependence for prognostication of average values of the waves parameter tR+ in a ground layer of an atmosphere have been proposed.

This article discusses the issues of improving the theory and practice of sound intelligence to improve the technical possibilities of sound intelligence tools based on new methods, principles of positioning of the sound source, considering the state and prospects of development of means of warfare. This article investigates there are possible types of risks and legal forms of risks prevention in the legal sphere. The author identifies the following risks: the first risk is related to the lack of an established two-way interaction between the social system and transparent system of governance. The third risk is linked to insufficient use of the necessary technologies that provide simplicity, speed and systematization of information in public authorities.
